Despite several attempts by successive governments to resolve the issue, no concrete resolution has evolved. At the policy level, there is a complete disarray between all entities involved. Meanwhile, at the regulatory level, there is an authoritarian attitude towards all entities working in this sector. As a result, circular debt has emerged in the energy sector that can be resolved through sharp adjustments in power tariffs and by recognising the costs of power subsidies in the budget.

Profiles of Panelists
Dr. Naveed Arshad, Associate Professor, School of Science and Engineering, LUMS
Dr. Arshad is presently Associate Professor and Director of the National Center in Big Data and Cloud Computing (NCBC) at LUMS. He is also the Director of Energy Informatics Group (EIG) and Co-Founder of LUMS Energy Institute. Dr. Arshad played a key role in formulating the first National Electric Vehicle Policy of Pakistan in collaboration with Ministry of Climate Change, and Ministry of Industries and Production. Dr. Arshad has published close to fifty research articles in top international journals and conferences. He has also authored PRECON, the most comprehensive open residential energy data collection in the world. Dr. Arshad holds MS and PhD in Computer Science from University of Colorado at Boulder.
Dr. Fiaz Ahmad Chaudhry, Professor and Werner-Von-Siemens Chair, School of Science and Engineering, LUMS
Dr. Chaudhry is an Electrical Engineer with over 34 years of experience in electric utility industry, consulting engineering and academic environments. Prior to joining LUMS as Professor of Practice, he was MD, NTDC and held other senior management and practice lead positions in multiple electric utilities and two consulting engineering firms. He is founding Director of the LUMS Energy Institute and holds the distinguished position of Siemens Verner-Von Chair. He has authored hundreds of technical reports and articles and has managed hundreds of small and large-scale transmission planning, feasibility, integration, operation, and technology application projects internationally.
